Ok people who live in Alphabet City, does anyone have a pulse on what the deal is with this guy?  It appears he wears a weighted backpack while draggin a tire around in training for something?  My friend has seen him a number of times and has heard people in her neighborhood sorta cheer him on as though this is very typical. Anyone? PS: how great is the SKI Beer truck in the background?
